Program Graphics, State & National Logos

Hi Leah,

I'd like to upload the logos here but the media library wasn't allowing the svg upload. The program graphics will replace the current program logos. On the 988 and 211 program pages, we should use the state or national logo in the hero image. I'm still considering use case and will add some text here when I've got those details worked out.
